Covid crisis lessons learnt

Evidence (i.e. data) from administrative procedures during COVID crises and bottlenecks faced by procuring entities in response to the COVID-19 crisis, framing discussions around how procurement systems faced challenges during the crisis, and how future procedures can be better designed to handle emergencies more efficiently.
