AUSTRIAN NATIONAL PUBLIC HEALTH INSTITUTE (GOEG)
GOEG (Gesundheit Österreich GmbH / Austrian National Public Health Institute) is the institution responsible for researching and planning public healthcare in Austria and acts as the national competence and funding centre for the promotion of health.
The Pharmacoeconomics Department at GOEG has extensive expertise in conducting policy-relevant research on procurement of medicines in European countries. From 2021-2022, GOEG led a large-scale study on best practices in the public procurement of medicines, commissioned by HaDEA on behalf of the European Commission.
The study mapped public procurement practices for pharmaceuticals in 32 European countries using desktop research, interviews and quantitative data (TED), resulting in detailed country fact sheets on public procurement for each of the study countries, and provided an assessment of possible impacts of procurement practices.
GOEG previously led the Pharmaceutical Health Information System (PHIS), which examined procurement practices in hospitals in 27 European countries.
In other projects, GOEG had a leading role in assessing the performance of centralised procurement in Portugal, reviewing policy options for procurement of AMR health technologies, studying cross-country collaborations in procurement, and contributed to a better understanding of strategic procurement (see list of previous projects for links to related study reports).
