MERCURHOSP ASBL
MercurHosp is a non-profit association whose objective is to create a common structure intended, in the long term, to provide a range of services necessary for the organization of hospital care.
This Central Purchasing body is responsible for carrying out Public Procurement procedures on behalf of its members. The latter retain the choice of whether or not to participate in the procurement procedures initiated by MercurHosp. MercurHosp carries out contracts for Services and Supplies, not works, in all categories of purchases (equipment and supplies of all types, medical devices, medicines, financial services, miscellaneous services).
SILO leads public procurement of innovation (PPI) studies and supports mainly regional and local governments on the full PPI policy cycle, in areas that include governance design and key stakeholder management as well as guidance on PPI-specific tendering procedures.
Likewise, SILO collaborates with top Spanish enterprises and companies’ associations to develop their role and strategies in PPI.
PROJECT ROLE
MercurHosp will participate as Country Leader as an ordinary member of the consortium and will be the point of contact for the other partners in Belgium. MercurHosp is in the process of creating a national node with external organisations of interest in Belgium that will be involved in the study in order to contribute their expertise and knowledge, such as UNESSA, Iris Achats, Zorgnet and a number of hospitals in particular.
The Resah (French central purchasing body) is leading together with MercurHosp Work Package 2, a qualitative study entitled "Observational Study on European Healthcare & Procurement Environment".WP5 Coordinated effort for the communication and dissemination of the project using existing contacts of public procurers and EU networks will be implemented within partners’ networks and beyond to reach all potential players.
In Work Package 5, a European final conference will be organised to inform Member States on the recommendations provided, including on good practices and will encourage further exchange of experience (Task 5.4).
This will be held in M18, and the aim of the event will be to: (a) present the findings from the assessment of public procurement in the health sector across the regions and member States of the consortium; (b) to present an agreed national and regional strategic framework for public procurement in the health sector; and (c) to secure opportunities for extending the strategic framework to Member States and regions outside the project.
The project will also link with other public procurement projects to maximise attendance. ProCure proposes to lead the organisation and management of the final conference, bringing together other consortia to ensure a broad European dimension reflecting the cross-fertilisation of results among projects :
• The annual Value Based Procurement Conference organised by the VBP Community of Practice of which 2 of the ProCure partners, MedTech Europe and EHPPA, are founding partners.
• 2nd Edition of the Hospital and Healthcare Summit planned for 2024/25 and organised by EHPPA (Resah + Mercurhosp) and Health Procurement Europe. This is planned for 2024/25.
